City of Philadelphia overtime increased in the third quarter of FY2023 by $40.4 million, or 26.5 percent, compared to the second quarter of FY2022, and by $50.9 million, or 35.8 percent, compared to the third quarter of FY2021. With 17.8 percent of general fund positions unfilled, total overtime spending of $193.1 million through the third quarter of FY2023 represents the highest ever third quarter year-to-date total for the City. Through the third quarter of FY2023, the City has spent 87.9 percent of the total annual overtime allocation. Among City departments, the highest increases in overtime spending compared to the third quarter of FY2022 were in the Police, Fire, Prisons, and Fleet Services departments, with Police and Fire representing 70.7 percent of overtime spending through the third quarter of FY2023.
