City of Philadelphia overtime increased in the second quarter of FY2023 by $35.4 million, or 36.2 percent, compared to the second quarter of FY2022, and by $28.3 million, or 26.9 percent, compared to the second quarter of FY2021. With 17.8 percent of general fund positions unfilled, total overtime spending of $133.4 million through the second quarter of FY2023 represents the highest ever second quarter year-to-date total for the City. Through the second quarter of FY2023, the City has spent 60.7 percent of the total annual overtime allocation. Among City departments, the highest increases in overtime spending compared to the second quarter of FY2022 were in the Police, Fire, Prisons, and Sheriff's departments, with Police and Fire representing 71.7 percent of overtime spending through the second quarter of FY2023.
