City of Philadelphia overtime increased in the first quarter of FY2023 by $16.6 million, or 34.4 percent, compared to the first quarter of FY2022, and by $24.6 million, or 61.2 percent, compared to the first quarter of FY2021. With 18 percent of general fund positions unfilled, total overtime spending of $64.9 million in the first quarter of FY2023 represents the highest ever first quarter total for the City. Among City departments, the highest increases in overtime spending compared to last year were in the Police, Fire, Prisons, and Parks & Recreation departments, with Police and Fire representing 70.9 percent of overtime spending in the first quarter of FY2023.
