In August, the City expended $619 million, or ten percent of the FY2024 adopted budget. The 12 highest-budgeted departments obligated a combined $523.4 million, or 84.5 percent of August obligations, and spent $97.8 million more than last August. In total, the City spent nearly $111 million more than last August, primarily caused by increased spending in Finance (due to the timing of encumbering funds for the Community College of Philadelphia, Public Property (due to the timing of encumbering contracts for space rentals and utilities), and Prisons (due to the timing of encumbering maintenance contracts). These increases were partially offset by decreases in Human Services (due to the timing of encumbering contracts for providers), Public Health (due to the closure of the Philadelphia Nursing Home), and Streets (due to the transfer of programs to the Transportation Fund).
