City of Philadelphia departments spent $40.3 million in overtime in the first quarter of FY2021 (July 1 - September 30), a decrease of $12.8 million or 24.1 percent over the same period last year, an unintended benefit of the COVID-19 pandemic, as as facilities are closed or operating with decreased hours, and much City programming has been paused or decreased. The Fire Department, the Office of the District Attorney, the Human Relations Commission, and the Office of the Director of Finance all increased overtime spending over last year. 10 key departments were responsible for 98.2 percent of overtime spending.
