City of Philadelphia overtime increased in FY2023 by $36.7 million, or 17.2 percent compared to FY2022, and by $64.1 million, or 34.5 percent compared to FY2021. The FY2023 overtime total of $249.6 million is the highest ever fiscal year total, and City departments overspent their overtime budget by $29.9 million, or 13.6 percent. Among City departments, the highest increases in overtime spending in FY2023 compared to FY2022 were in the Police, Fire, Prisons, and Human Services departments, with public safety departments (Police and Fire) representing 67.8 percent of overtime spending in FY2023.
