October 28, 2021--Today PICA hosted its 7th Annual Fall Conference, What Do the American Rescue and Infrastructure Plans Mean for Cities? Presenters included Irma Esparza Diggs, Director of Federal Advocacy, National League of Cities; Michael Belarmino, Senior Policy Advisor, Government Finance Officers Association; and Ashley DelBianco, Chief Grants Officer & Acting Recovery Officer, City of Philadelphia. The Conference was held remotely via ZOOM for the second consecutive year due to the ongoing COVID-19 Pandemic.
