The PICA Board appoints a staff to execute the functions of the Authority. Currently, the Staff of the Authority is comprised of the following individuals: 
URI Z. MONSON, Executive Director
On July 1, 2008 the PICA Board appointed Mr. Monson as Executive Director. Prior to his appointment Mr. Monson served as Acting Executive Director and was Deputy Executive Director since October 2001, after having joined PICA as Director of Budgetary Analysis in 2000. From 1998 to 2000, he served as an Assistant Budget Director for the City of Philadelphia. From 1995 to 1998, he worked for the US Department of Education (US/ED) in Washington, DC as a congressional liaison, policy analyst, and as manager of the Javits Graduate Fellowship Program and co-manager of the National Resource Center program.
Mr. Monson is a graduate of the Presidential Management Internship Program, serving as a program analyst at the US/ED, and working in the Office of the Vice President of the United States and the NYC Office of the Superintendent for Alternative High School Programs. He has a Masters Degree in Public Policy, with a concentration in education policy, from the Columbia University School of International and Public Affairs. He also has a BA in Political Science from Columbia University, as well as a BA in Midrash from the Jewish Theological Seminary of America.
Mr. Monson serves on the Boards of Camp Ramah in the Poconos and the Philadelphia Academy for Law, Criminal Justice and Public Administration as well as President of the Philadelphia Committee on City Policy. He is married to Rebekah, an attorney with Pepper Hamilton LLP, and they have three children, Shoshana, Ariel and Eitan.

Stephen K. Camp-Landis, Director of Research and Analysis
Mr. Camp-Landis joined PICA as Director of Research and Analysis in March 2009, having previously served as Senior Analyst at PICA in 1994 and 1995. He has worked in three positions at the City of Philadelphia: Assistant Budget Director in 2005, Research Analyst at the Tax Reform Commission in 2003, and Assistant Deputy Mayor in the Mayor’s Office of Policy and Planning from 1996 to 1998. He was a policy analyst at the Pennsylvania Economy League from 1988 to 1993, and taught English in Wuhan, China from 1987 to 1988.

Mr. Camp-Landis is a graduate of the doctoral program in public administration at the Robert F. Wagner Graduate School of Public Service at New York University. He holds a Master of Government Administration from the Fels Institute of Government at the University of Pennsylvania and an AB in Philosophy from Princeton University.
