| Under the PICA Act, the Authority is administered by a governing Board consisting of five voting members and two ex-officio non-voting members. The Governor, the President pro tempore of the Senate, the Minority Leader of the Senate, the Speaker of the House of Representatives and the Minority Leader of the House of Representatives each appoints one voting member of the Board. Each Board member serves at the pleasure of his or her appointing authority for a two-year term. | |||||||||
| The Secretary of the Budget of the Commonwealth of Pennsylvania and the Director of Finance of the City of Philadelphia serve as ex-officio members of the Board. The ex-officio members have no voting rights, are not counted for purposes of establishing a quorum and may designate in writing a representative of their respective offices to attend Board meetings on their behalf. | |||||||||

| CHAIR - JAMES EISENHOWER, ESQUIRE | |||||||||
| Mr. Eisenhower was appointed to serve as a member of the Board by Pennsylvania Governor Edward G. Rendell. Mr. Eisenhower is an attorney with the firm of Schnader Harrison Segal & Lewis LLP and chair of the firm’s Government and Regulatory Affairs Practice Group. His practice emphasis is on government relations, criminal law, investigative services, ethics and election law and complex civil litigation. Prior to entering private practice, Mr. Eisenhower served as an Assistant United States Attorney for the Eastern District of Pennsylvania and as trial attorney for the Civil Rights Division of the United States Department of Justice. His long, distinguished record of public service includes serving as the 2004 Democratic candidate for attorney general of Pennsylvania, serving as Governor Rendell’s chief criminal justice advisor during the 2002 governor’s race, and in a wide variety of roles – such as participating as a member on the Governor’s Cabinet for Children and Families – at the request of Governor Rendell. Mr. Eisenhower public service commitment is not limited to local or state affairs; he has also has lent his knowledge and expertise to important matters both nationally and internationally. As a White House Fellow, he drafted the executive order President Clinton signed allowing the United States to seize assets of the Colombian Cali drug cartel, which served as the foundation to seize Al-Qaeda assets after the attacks of September 11, 2001. Mr. Eisenhower has served on the faculty of the University of Pennsylvania and currently is on the faculty of Temple University. | |||||||||
| VICE CHAIR - WILLIAM J. LEONARD, ESQUIRE | |||||||||
| Mr. Leonard was appointed to serve as a member of the Board by Representative H. William DeWeese the Minority Leader of the House of Representatives of the Commonwealth in 1998 and 1999. Mr. Leonard is a partner with the Philadelphia based law firm of Obermayer Rebmann Maxwell & Hippel LLP. He was previously associated with the law firm of Dilworth Paxson LLP. His areas of concentration include general complex commercial litigation with experience in antitrust, construction and intellectual property matters. He graduated from Drexel University in 1981 with a degree in Business Administration. In 1984, he graduated from the Dickinson School of Law where he was the winner of the Law Review Writing Competition for Outstanding Casenote. | |||||||||

Varsovia Fernandez is the Executive Director of the Greater Philadelphia
Hispanic Chamber of Commerce (GPHCC). In this position, Ms. Fernandez is
responsible for business development, management and operations of the
organization.
Prior to GPHCC Ms. Fernandez worked with Congreso de Latinos Unidos as Vice President of External Affairs. While at Congreso, Ms. Fernandez worked to maximize government and corporate relations as an advocate of the Latino community. Ms. Fernandez established strong relationships with legislators and their staff across governments, and worked with state and national organizations to introduce Workforce Investment Act, TANF, domestic violence and immigration legislation to Capitol Hill; and minimum wage, domestic violence and utility protection legislation within the Commonwealth of Pennsylvania. A founder of Congreso's Annual Golf Outing and Calle Americana CareerLink (the first bilingual job seeking center in the state of Pennsylvania), Ms. Fernandez supported Congreso's annual budget. Ms. Fernandez is an executive with over 10 years of senior management expertise across industries including, information technology, venture capital, commercial lending, and eCommerce. Ms. Fernandez is a graduate of Rosemont College and is actively committed to philanthropic work in the Hispanic community in Philadelphia. Ms. Fernandez serves on various boards and coalitions including the Community College of Philadelphia Board of Trustees, Make-A-Wish Foundation, the Penn’s Landing Corporation, and the Calle Americana CareerLink Advisory Board. |

| Mr. Karp was appointed to serve as a member of the Board by Representative Matthew J. Ryan, the Speaker of the House of Representatives of the Commonwealth in 2000. Mr. Karp’s experience includes companies that own and manage apartment and office buildings, provide construction and home mortgage lending, and provide communication and broadband services. He is also board chairman of a charter and a local public school in West Philadelphia. Mr. Karp’s community service board memberships include child welfare agencies, the Commonwealth Finance Authority, and other professional and education-related institutions. | |||||||||
| MEMBER - ROBERT L. ARCHIE, Jr., Esquire | |||||||||
| Mr. Archie concentrates his practice in the
areas of municipal finance, real estate and corporate law for non-profit
corporations. He is a member of the National and Pennsylvania Associations of
Bond Lawyers, the National Association of Security Professionals and a former
chair of the Real Estate and Commercial Law Section of the American Bar
Association. A member of the Business law Section of the American Bar
Association, Mr. Archie is a past chair of the Tax-Exempt Finance Committee and
is a former member of the Section’s exempt executive committee.
Mr. Archie represents cities, school districts, municipal authorities and underwriters in connection with the issuance of variable and fixed rate tax-exempt bonds and notes. In addition, his clients include non-profit corporations and moderate-income and shopping centers. The development projects he has been involved in range from housing cooperatives to multifamily high-rise buildings for the elderly. He has also acted as local counsel to lenders providing construction and permanent loans for development in the City of Philadelphia and surrounding counties. A 1970 graduate of Howard University School of law and a graduate of Lincoln University, Mr. Archie has served as an adjunct professor at Temple University School of law. Mr. Archie is currently a board member of the Presbyterian Foundation for Philadelphia, The Reinvestment Fund, The Tribune Charities of Philadelphia, New Courtland Elder Services, New Freedom Theater, Inc., Universal Institute Charter School and Universal Communities Homes, Inc. |
