June 28, 2018 – This Request for Proposal (“RFP”) provides information to enable qualified firms to submit a proposal for a study into the City of Philadelphia’s Police Department Court Overtime usage (“Police-Court Overtime”) and related costs to the Pennsylvania Intergovernmental Cooperation Authority (“PICA”).

Questions Posed By Potential Respondents:
Q: Can you please confirm the availability of data related to overtime hours for Court Operations? Would PICA be able to supply the selected consultant with data of actual overtime hours worked for court operations over specified periods of time in Excel or other accessible format?
A: The data needed for the audit will be obtained from the various city agencies. It is PICA’s understanding, that the City’s accounting system (FAMIS) has the overtime costs, while the City’s payroll system maintains the overtime hours worked by each employee. Also, each department maintains own daily sign-in sheets and overtime authorization documents.
Q: Can you please clarify what is required from Section E, item 8? We can submit recent sample deliverables of similar work if needed, although some data may need to be redacted in order to protect the anonymity of the client.
A: Audit firms typically undergo a peer review of their quality control standards every three years. If applicable, please submit your latest peer review letter so we may verify your rating.
Q: Can you please clarify that if submitting the proposal via email, will hard copies also be required to be submitted?
A: Yes, five hard copies are required.
Q: Are you aware of any allegations of fraud related to this matter?
Q: Within the budget and compensation data section of this RFP, it states that “the respondent shall provide in its proposal a nonbinding estimate of the number of hours of involvement expected by each position, a nonbinding estimate of the usual and customary charge per hour for each position, and the total cost to PICA for the services described in this RFP.” In order to provide this level of detail, can you provide clarification around the anticipated or estimated budgeted level of effort needed for the various deliverables outlined in the statement of work?
A: Anticipated or estimated budgeted level of effort depends on each respondent’s proposal and the amount of work necessary to complete the project depending on the qualifications and experience of the engaged staff.
